Do government employees need a Part 107 license for drone work?

I work for a small municipality in California, and I want to use drones for creating irrigation maps. I know I need a license, but since this is for a public institution, is there a different exam or certification required? Or do I still need to take the Part 107 test?

I’ve read through AC 00-1.1B - Public Aircraft Operations (Manned and Unmanned) and still needed some clarification. No need to be rude.
