As far as the FAA is concerned, a Part 107 license is all you need. That said, your agency might have its own additional requirements. Public agencies can also apply for a Certificate of Authorization (COA), but that’s optional and not necessary for general drone operations.
Since you’re working for a municipality, it’s probably a good idea to set up an internal drone program as well. Try reaching out to other cities that use drones to see how they handle it. You’ll likely need policies for training, pre-flight procedures, and ongoing certification tracking for employees using city-owned drones.
Some public agencies can apply for waivers, like Beyond Visual Line of Sight (BVLOS) operations, but those are usually handled at the agency level. Even with a waiver, you might still need to prove competency and pass a background check before being added to the waiver roster.
