The Mini 4 Pro handles the wind well for me. And getting extra batteries is definitely worth it. I’ve seen some sales on Amazon for the Air 3 bundle, which is around the same price. Being a larger drone, it would probably handle the wind better, plus the telephoto camera would be great for long-distance shots of biking.

I’m not sure about tracking, personally I haven’t had much luck with the Mini 4 Pro, but the Air 3 would likely have equal or slightly better tracking performance.
DJI lists the Mini 4’s max wind speed resistance at 10.7 m/s (24mph). With a top speed of 16 m/s (36 mph) in Sport Mode, that’s a good reserve to get it back home. Sure, people might claim they’ve flown in worse conditions, but that’s what DJI says it’s built for.
Keep an eye on Amazon. I got the Mini 4 Pro Fly More Plus bundle for $840 yesterday. The sale lasted less than a day before it went back to full price.
I was in a similar situation, also live in a windy area, but I managed to get the Air 3 Fly More with RC2 for the same price as the Mini 4 Pro on sale recently. You might want to look into it if you haven’t already—it has a longer flight time, an extra camera, and much better wind stability. It’s bigger, though, and there might be different regulations where you live.
