That’s a tough budget since the follow-me feature requires sensors, which add to the cost. You might be able to find a used Mini 3 Pro for under $500 if you’re lucky, but you’ll probably have to shop around.
Maybe consider the Mini 2 or SE with the Litchi app.

Actually, the Mini 2 and SE don’t have follow-me built-in, but using the Litchi app with them could make it work.

Yeah, Litchi can add that capability even if it’s not included originally.
Not really possible for $500. Also, if you’re in the US, you won’t be able to legally drive and operate a drone at the same time. You’d need someone else to pilot while you drive.
You want to drive while the drone follows you? And keep it under $500? That’s a tall order!

Just a heads up, in the US, it’s not legal to let a drone follow you without keeping it in your line of sight, especially while driving.
Maybe you can find a used Skydio? They have pretty good follow-me capability.
I could sell you my Mavic Air 2 Fly More combo for $450 if you’re interested.
A used Mini 3 Pro might be your best option, but you’ll probably need to look around for a good deal.
A refurbished Parrot Anafi could work. It has a follow-me mode and can even point its camera straight up. Just be aware it doesn’t have obstacle avoidance.
The Potensic Atom has pretty good active tracking. It works best with people or objects that contrast with the background. I used it to track myself while jogging, and it managed to keep up well.
You might want to consider the new Potensic Atom with a 3-axis gimbal. It’s getting good reviews for tracking and stability.

Neither the Mini 3 nor the SE has a follow-me mode, unfortunately.
