The most of what you’re asking for can be accomplished to some extent, but the difficulty increases dramatically once you impose a weight limit. First of all, I would advise putting off the headtracking complexity until you have experience developing a working drone. You can add headtracking and live streaming later, but these are merely extra challenges to overcome in addition to learning.
For capturing VR, the DJI Inspire 2 with a 360-degree camera like the Insta360 Pro 2 is a great option.
