Is there any device or way for a drone to follow me while I’m surfing? Since I can’t use a controller in the water, I’m wondering if there’s a tracker or another method that works. Any ideas?

You can always hire someone to record you surfing. There are plenty of recreational or commercial drone operators available.
It might not be too pricey. If I had a drone and was near you, I’d charge around $100 for an hour.

Have you considered putting the controller in a waterproof bag?

The DJI Air 3s can do what you’re asking, but it’s expensive and requires deploying tracking from the controller. Honestly, what you’re looking for doesn’t exist yet.

You could look at the HOVERAir X1. It’s fully autonomous and doesn’t need a controller, but it’s more of a flying selfie camera, not meant for action shots.
