You still need the TRUST certificate, but no registration is necessary for the drone itself.

Registering the drone requires you to comply with remote ID, which is why many get a sub-250g drone to avoid both registration and RID.

The page you copied literally says drones under 250 grams don’t need registration. All you need is the TRUST certificate for recreational flying.
