This can be done with a DJI M-600 with a Ronin gimbal holding a Sony Alpha camera, although the setup is very huge. I’ve flown it in windy situations similar to these. An Autel Robotics Evo II in expert mode (45 mph) would be the least expensive. If the gusts exceed what you present, the Autel may blow away.
