If you want to avoid FAA registration, the Mini 4 Pro with standard batteries is a good choice. Go for the fly more version with the RC2 controller with the built-in screen—it makes things even easier.
Anything from DJI will work well. You can start looking at the Mavic 3 Pro and work your way down the line until you find something that fits your budget.

FAA registration is simple and just $5. Just remind him to use the B4UFLY app and avoid places like stadiums.

DJI drones are super beginner-friendly, so he’ll get the hang of it quickly. Can’t speak for FAA stuff since I’m not in the US, though.
Mini 4 Pro or Air 3 are both excellent choices for beginners in my opinion.
You don’t need a “beginner” drone to start out. Modern drones, especially DJI, are pretty much ready to fly with built-in obstacle avoidance. Even kids can fly them. Just pick one that fits your budget.
